Prof. Liu really has a strong accent, but if you sit in front of the class and actually pay attention, it is not hard at all to understand him. He is very knowledgeable and presents the information in an understandable manner but lectures can be quite dry sometimes. If you just read the book and pay attention, you will definitely ace the class.
