Professor Shera’s scholarship focuses on community mental health, empowerment practice, community development, social policy, evaluation research and multi-cultural and international social work. He has been extensively involved in curriculum development in Canada, the U.S., Sri Lanka, Brazil and China. His commitment to organizational and community development and his expertise in evaluating human service programs have led to his being a member of several boards of non-profit social service agencies. He served as Dean of the Faculty of Social Work at the University of Toronto from 1995 to 2002. His most recent research has focused on operationalizing and testing concepts of empowerment in working with individuals, organizations and communities.
