The Center for Contextual Change
As manager for organizational development and learning activities for Oregon’s largest
most diverse county (5
500 employees)
I lead a team of training managers
internal and external consultants
technology trainers
and graduate interns to \"inspire organizational change and create an energized and more educated workforce for Multnomah County.\"\n\nI oversee all components of an ambitious Workforce Development and Succession Planning Initiative
that spans nine departments as well as non-department entities. \n\nBeginning in 2009
I researched
conceptualized
piloted
and developed a six-month-long leadership academy for high-potential employees. The Multnomah Leadership Academy received a 2011 Achievement Award from the National Association of Counties for being \"an innovative and effective program which contributes to and enhances county government.\"\n\nBeginning in 2013
I conceptualized
piloted
and developed a Coaching and Team-Building Program providing rigorous 360-degree evaluation
developmental planning and coaching to mid-career managers and supervisors.\n\nAs a facilitator
I provide strategic planning
mission and vision building
workforce mediation
and team- and culture-building activities to departments
divisions
units
and teams.\n\nOther notable accomplishments include implementing the organization's first learning management system (\"Multco Learns\") and promoting the development of eLearning and other hybrid learning options to reduce the organization's carbon footprint and pioneer innovative modes of knowledge transfer.

I provided quality assurance and managerial oversight for the continuum of clinical services for high-risk
high-needs youth including residential alcohol and drug treatment
secure treatment for sex offending youth; intensive outpatient programs for high-risk
high-needs youth and families impacted by co-occurring disorders; and early intervention programming for at-risk children. I monitored an annual budget of over 6 million dollars.\n\nThrough a grant from Reclaiming Futures
I introduced the system-wide implementation of the Global Appraisal of individual Needs as a standard
objective assessment for all youth. This enabled the system to get comprehensive data on the mental health needs of youth being served
especially the prevalence of past trauma. I introduced the use of Eye Movement Desensitization and Re-Processing (EMDR).\n\nI wrote successful proposal for Statewide Wraparound Initiative (funded through State of Oregon for $350
000).
