    Serves as lead Civil Engineer on several cross-functional RDT&E Teams for the Agency’s WMD counter-proliferation Program. Provides direct management of all construction, design, acquisition strategy, and execution of Civil Engineering functions in support of Agency mission requirements.

    * Currently leading $12M effort at White Sands Missile Range for dynamic full-scale testing of USAF Massive Ordinance Penetrator program. Involves experiment design, subterranean construction and tunneling, instrumentation and data acquisition systems installation, and environmental remediation.

    Public Works Officer (Dept Head)

    In support of National Security Agency mission, managed a work force of 42 civilian and military personnel to provide all municipal services, facilities engineering, utilities, asset management, transportation support, and environmental compliance for US Navy shore installation.

    * Managed a robust facilities management program, providing O&M support for several specialized facilities, including municipal water and wastewater systems, natural gas pipeline, power generation and distribution, emergency services, healthcare, retail services and grocery, warehousing, emergency services, and berthing.
    * Provided specialized engineering management of 70,000sf data center and provided O&M support to related communications infrastructure.
    * Directed $30M in new construction and facility recapitalization effort. Projects involved infrastructure recapitalization, modernization, electrical service upgrade, and new facility construction.
    * Led base through Base Closure process. Maintained operability of all systems while conducting a workforce realignment and drawdown. Worked closely with local elected officials, US Congressional delegation, GSA and NAVFAC in establishing economic impact baselines, facilities and real property reuse plans, and surplus activities.
