Richard Funderburg is an associate professor in the Department of Public Administration and a visiting expert at the Institute of Government and Public Affairs, where he is working on the Business Taxation Project. He earned his Ph.D. in Planning, Policy, and Design at the University of California, Irvine. Dr. Funderburg also holds a Master of Public Policy and Administration degree from California State University, Sacramento. Prior to his doctoral studies, Rick worked 10 years for the California Employment Development Department where he developed state plans, forecasts, budgets, legislation, and regulations pursuant to workforce investment, vocational education, and welfare-to-work programs. Professor Funderburg is an expert on state and local economic development policy. His research evaluating the impacts of government programs appears in several regional science and planning journals including the Journal of Regional Science, Annals of the American Association of Geographers, Environment and Planning A, Urban Studies, Transportation Research A, Journal of Environmental Planning and Management, Growth and Change, and Land Use Policy. Results from his recent project evaluating employment and housing impacts from tax increment financing districts were recently published in Regional Studies. Rick teaches budgeting and finance, community planning and policy, community economic development, and information for decision making. Dr. Funderburg is actively engaged in the local community, where he serves as a commissioner on the Village of Chatham Planning Commission and as chair of the Village’s Comprehensive Planning Steering Committee. Professor Funderburg also advises the Illinois state Budgeting for Results Commission in his role as a member of its cost-benefit analysis workgroup, which is assisting the Commission with the design of metrics for evaluating the performance of state programs.
