Deputy Minister
I joined the Ontario government as head of the Democratic Renewal Secretariat. I then went on to serve as a deputy minister for Intergovernmental Affairs, the Office of International Relations and Protocol, and then served as Associate Secretary to the Cabinet and Deputy Minister in Cabinet Office.
Associate Professor
I joined the Political Studies Department in 1994, receiving tenure in 2000. I loved my time teaching and researching in Kingston, where my areas of expertise were Canadian politics, public opinion research, democratic institutions, Quebec politics, civic engagement and federalism.
Deputy Secretary to the Cabinet
As Deputy Secretary to the Cabinet (Results and Delivery) I lead the Prime Minister's Results and Delivery Unit. My team supports Ministers and Departments deliver on mandate commitments and helps departments measure and report on the outcomes achieved from their activities. I also have responsibility for the Government of Canada's Impact & Innovation Unit, which supports Departments' efforts to introduce innovative and experimental approaches to policy and program design and delivery. In both these roles I have the opportunity, every day, to improve the impact that the Government can have on the lives of Canadians.
Team Lead, Public Opinion Research
I took a two year leave of absence from Queen's to head up the public opinion research effort for the federal government in the aftermath of the 1995 Quebec referendum. I was privileged to work on issues like the Supreme Court Reference on Quebec's right to secede, the Clarity Bill, the Social Union Framework Agreement, and the Calgary Declaration.
Director, Mowat Centre at the School of Public Policy & Governance
The Mowat Centre is Ontario's independent voice on public policy. I founded the Centre in 2009 with a mandate to bring together researchers, stakeholders and government to craft public policy solutions that reflected experiences and evidence from different sectors. During my time leading the Mowat Centre, we conducted public policy research and made actionable, evidence-based recommendations on Canada's most important issues. We developed a particularly strong reputation on democratic governance, government transformation, social policy, intergovernmental relations and fiscal transfers, the not-for-profit sector and energy policy.
