Jose is the County of El Paso’s Director of Planning & Development, a newly created department within the County responsible for services and programs related to community development, development review and inspections, transportation and geographic information systems. In this role, Jose oversees the implementation of numerous projects and processes, including the County’s Subdivision Review & Inspection as well as the $425 million Comprehensive Mobility Plan transportation investment. Jose currently serves as Vice Chair of the El Paso Metropolitan Planning Organization’s Technical Project Advisory Committee and previously served as Senior Policy Advisor to El Paso County Commissioner Vince Perez, working on a variety of land-use, criminal justice, mental health and transportation issues.
Jose is a third-generation El Pasoan whose family emigrated from Northern Mexico at the turn of the last century as railroad laborers. Jose is a proud graduate of Texas A&M University and earned his Master of Public Administration from the University of Texas at Arlington. He has over fifteen years of public policy and economic development research experience. In addition to his work at the County, Jose also teaches government courses as an adjunct professor for El Paso Community College. Jose is happily married to his wife Cindy who shares his passion and commitment to advancing El Paso to provide for generations to come.

Also, supervised permanent and volunteer staff within the office, including assigning tasks as needed to meet strategic objectives or initiatives as directed by the Commissioner.
