Romeu is an Academic, a Researcher, a Consultant and an International Educator, with 40 years of industrial statistics and operations research experience. Romeu works in industrial engineering problems, and in statistics-supported historical research. He is an Adjunct Professor of Quality and Industrial Statistics at SU, and a Senior Speaker Specialist for the Fulbright Roster Program. Romeu retired Emeritus from SUNY Cortland, after teaching math and statistics for fourteen years. He worked as Research Engineer with IIT Research Institute. He was a Research Specialist for SUNYIT Office of Sponsored Research and a Senior Advisor with Quanterion Solutions, which operates the Reliability Info. Center (RIAC), now part of DSIAC. An International Educator, Romeu created and directs the Juarez Lincoln Marti Project, He served as Fulbright Specialist in Mexico (1994, 2000 and 2003); Dominican Republic (twice in 2004), Ecuador (2006); and as Fundayacucho Consultant, in Venezuela (1998). Romeu has authored a statistics book, several book chapters, and over thirty statistics articles and web tutorials. Romeu is a Chartered Statistician Fellow of the Royal Statistical Society and of the American Statistical Association (ASA); a Senior Member of the American Society for Quality (ASQ), certified in Quality and Reliability and Past Director of Region II (Upstate NY and PA). He created the QR&CII Quality Web Page and the ASQ CNY Fall Conferences, since 2008. Romeu has published four books and over two hundred articles on Cuba, in American, Spanish and Latin American newspapers, and has produced and directed radio and TV programs.

Romeu has been associated with the Reliability Analysis Center (RAC), a DOD Information and Analysis Center for quality, reliability and continuous improvement, since 1982. The RAC is currently operated by Quanterion/QSI. It was previously operated by IIT Research Institute/IITRI, which in 2002 became Alion Sciences, and by QSI after 2004. Throughout his many years at RAC/RIAC, Romeu developed many web tutorials and technical reports, taught professional short courses, and consulted extensively on quality, reliability and industrial statistics problems.

The autochthonous Grand Lodges of Cuba and Puerto Rico, in the last third of the XIX Century, have many commonalities: both worked unsuccessfully toward obtaining an autonomic status from Spain, its colonial master. At the end, Cuba went to war with Spain to obtain its independence and the USA intervened, defeating the Spanish fleet in Santiago and Manila, and thence taking over the remnants of the Spanish empire. Several Spanish historians have studied these two Grand Lodges and present similar biased arguments, that portray them as separatist agents of the USA. The present paper develops a historical defense of these two Grand Lodges, and rectifies these biased accusations.

El presente trabajo compara las masonerías autóctonas de Cuba y Puerto Rico directamente, estableciendo confluencias con la masonería Dominicana. Nuestro trabajo no pretende reproducir la exhaustiva labor ya realizada, sino comparar sus resultados, resaltando las comunidades, y examinando ciertas inconsistencias y contradicciones encontradas, tanto en algunos autores, como entre varios de ellos.

The present paper reviews the literature on the Cuban CS to investigate: (1) how has it been studied and, (2) what is the current state of its health, its composition, and to estimate its capacity to interact within the Cuban society, which has recently started to change. Some researchers have approached the study of Cuban CS as one composed of political dissidents and religious groups, distorting the problem. For, there are other social groups, not necessarily religious or political, that have been ignored, or that have barely been considered, and whose contributions are of great importance to the CS. In our paper we undertake a brief review of the Cuban CS before the 1959 revolution, and of its replacement by a new one, stemming from such revolution. We then perform a critical analysis of several papers on the Cuban CS that have been grouped under three important themes. After such discussion, we derive some conclusions about the current state, as well as about the future of the Cuban CS.

In the process we point out significant omissions and miss-interpretations made by such European authors, correcting them as necessary, and we develop a statistical model to support our main findings

The autochthonous Grand Lodges of Cuba and Puerto Rico, in the last third of the XIX Century, have many commonalities: both worked unsuccessfully toward obtaining an autonomic status from Spain, its colonial master. At the end, Cuba went to war with Spain to obtain its independence and the USA intervened, defeating the Spanish fleet in Santiago and Manila, and thence taking over the remnants of the Spanish empire. Several Spanish historians have studied these two Grand Lodges and present similar biased arguments, that portray them as separatist agents of the USA. The present paper develops a historical defense of these two Grand Lodges, and rectifies these biased accusations.

Several Multivariate Normality Goodness of Fit tests, available in the literature, are compared with the authors' new MVN GOF test. Several performance measures are used and the tests are classified on their PM relative results. The new test come ahead in several of the PM analyzed.

2018 North East Quality Councils/NEQC Conference
MFE634, Quality Engineering, is a graduate course taught by the author every Spring at Syracuse University. It comprises all topics required to obtain an Amer. Soc. for Quality/ASQ Quality Engineering Certification, emphasizing statistical tools and approaches. The course requires a Final Project developed by student groups, at the end of the semester. This paper presents some of the topics and implementations of such Projects, in the areas of prevention and mitigation of natural and man-made disasters: hurricanes, bush fires, storm surges, floods and terrorist attacks. These are all new applications of Quality Engineering, traditionally geared to analyze problems in industrial and service areas.

The autochthonous Grand Lodges of Cuba and Puerto Rico, in the last third of the XIX Century, have many commonalities: both worked unsuccessfully toward obtaining an autonomic status from Spain, its colonial master. At the end, Cuba went to war with Spain to obtain its independence and the USA intervened, defeating the Spanish fleet in Santiago and Manila, and thence taking over the remnants of the Spanish empire. Several Spanish historians have studied these two Grand Lodges and present similar biased arguments, that portray them as separatist agents of the USA. The present paper develops a historical defense of these two Grand Lodges, and rectifies these biased accusations.

The study of the Civil Society (CS) has, in the last twenty years, become a hot topic. For, its large impact in events of world importance, such as the collapse of communism in Eastern Europe, the fall of the Berlin Wall and, more recently, the Awakening of the Muslim countries of North Africa. Such events have been associated with the existence and activity of groups within the CS. And their absence in other countries has been associated with their lack of political change. All this suggests that SC is an important factor in such political evolution. The present paper reviews the literature on the Cuban CS to investigate: (1) how has it been studied and, (2) what is the current state of its health, its composition, and to estimate its capacity to interact within the Cuban society, which has recently started to change. Some researchers have approached the study of Cuban CS as one composed of political dissidents and religious groups, distorting the problem. For, there are other social groups, not necessarily religious or political, that have been ignored, or that have barely been considered, and whose contributions are of great importance to the CS. In our paper we undertake a brief review of the Cuban CS before the 1959 revolution, and of its replacement by a new one, stemming from such revolution. We then perform a critical analysis of several papers on the Cuban CS that have been grouped under three important themes. After such discussion, we derive some conclusions about the current state, as well as about the future of the Cuban CS.

Reasons for which the GLC was not dismantled or proscribed, as were the Grand Lodges under Hitler, Stalin, Franco or Mussolini, are examined. Conclusions regarding this singular situation are provided.

We present a historical analysis of the development of Autochthonous Freemasonry in Spanish Greater Antilles (Cuba, Puerto Rico and the Dominican Republic) during the second half of the XIX Century, and compare it to the perception provided by several Spanish and French academic historians. In the process we point out significant omissions and miss-interpretations made by such European authors, correcting them as necessary, and we develop a statistical model to support our main findings

Several Multivariate Normality Goodness of Fit tests, available in the literature, are compared with the authors' new MVN GOF test. Several performance measures are used and the tests are classified on their PM relative results. The new test come ahead in several of the PM analyzed.

MFE634, Quality Engineering, is a graduate course taught by the author every Spring at Syracuse University. It comprises all topics required to obtain an Amer. Soc. for Quality/ASQ Quality Engineering Certification, emphasizing statistical tools and approaches. The course requires a Final Project developed by student groups, at the end of the semester. This paper presents some of the topics and implementations of such Projects, in the areas of prevention and mitigation of natural and man-made disasters: hurricanes, bush fires, storm surges, floods and terrorist attacks. These are all new applications of Quality Engineering, traditionally geared to analyze problems in industrial and service areas.

Unas veces, como eje central del trabajo, y otras como parte de un estudio sobre obediencias españolas, allí radicadas. We present a historical analysis of the development of Autochthonous Freemasonry in Spanish Greater Antilles (Cuba, Puerto Rico and the Dominican Republic) during the second half of the XIX Century, and compare it to the perception provided by several Spanish and French academic historians. In the process we point out significant omissions and miss-interpretations made by such European authors, correcting them as necessary, and we develop a statistical model to support our main findings

Several Multivariate Normality Goodness of Fit tests, available in the literature, are compared with the authors' new MVN GOF test. Several performance measures are used and the tests are classified on their PM relative results. The new test come ahead in several of the PM analyzed.

MFE634, Quality Engineering, is a graduate course taught by the author every Spring at Syracuse University. It comprises all topics required to obtain an Amer. Soc. for Quality/ASQ Quality Engineering Certification, emphasizing statistical tools and approaches. The course requires a Final Project developed by student groups, at the end of the semester. This paper presents some of the topics and implementations of such Projects, in the areas of prevention and mitigation of natural and man-made disasters: hurricanes, bush fires, storm surges, floods and terrorist attacks. These are all new applications of Quality Engineering, traditionally geared to analyze problems in industrial and service areas.

The autochthonous Grand Lodges of Cuba and Puerto Rico, in the last third of the XIX Century, have many commonalities: both worked unsuccessfully toward obtaining an autonomic status from Spain, its colonial master. At the end, Cuba went to war with Spain to obtain its independence and the USA intervened, defeating the Spanish fleet in Santiago and Manila, and thence taking over the remnants of the Spanish empire. Several Spanish historians have studied these two Grand Lodges and present similar biased arguments, that portray them as separatist agents of the USA. The present paper develops a historical defense of these two Grand Lodges, and rectifies these biased accusations.

The study of the Civil Society (CS) has, in the last twenty years, become a hot topic. For, its large impact in events of world importance, such as the collapse of communism in Eastern Europe, the fall of the Berlin Wall and, more recently, the Awakening of the Muslim countries of North Africa. Such events have been associated with the existence and activity of groups within the CS. And their absence in other countries has been associated with their lack of political change. All this suggests that SC is an important factor in such political evolution. The present paper reviews the literature on the Cuban CS to investigate: (1) how has it been studied and, (2) what is the current state of its health, its composition, and to estimate its capacity to interact within the Cuban society, which has recently started to change. Some researchers have approached the study of Cuban CS as one composed of political dissidents and religious groups, distorting the problem. For, there are other social groups, not necessarily religious or political, that have been ignored, or that have barely been considered, and whose contributions are of great importance to the CS. In our paper we undertake a brief review of the Cuban CS before the 1959 revolution, and of its replacement by a new one, stemming from such revolution. We then perform a critical analysis of several papers on the Cuban CS that have been grouped under three important themes. After such discussion, we derive some conclusions about the current state, as well as about the future of the Cuban CS.

Reasons for which the GLC was not dismantled or proscribed, as were the Grand Lodges under Hitler, Stalin, Franco or Mussolini, are examined. Conclusions regarding this singular situation are provided.

The autochthonous Grand Lodges of Cuba and Puerto Rico, in the last third of the XIX Century, have many commonalities: both worked unsuccessfully toward obtaining an autonomic status from Spain, its colonial master. At the end, Cuba went to war with Spain to obtain its independence and the USA intervened, defeating the Spanish fleet in Santiago and Manila, and thence taking over the remnants of the Spanish empire. Several Spanish historians have studied these two Grand Lodges and present similar biased arguments, that portray them as separatist agents of the USA. The present paper develops a historical defense of these two Grand Lodges, and rectifies these biased accusations.

The study of the Civil Society (CS) has, in the last twenty years, become a hot topic. For, its large impact in events of world importance, such as the collapse of communism in Eastern Europe, the fall of the Berlin Wall and, more recently, the Awakening of the Muslim countries of North Africa. Such events have been associated with the existence and activity of groups within the CS. And their absence in other countries has been associated with their lack of political change. All this suggests that SC is an important factor in such political evolution. The present paper reviews the literature on the Cuban CS to investigate: (1) how has it been studied and, (2) what is the current state of its health, its composition, and to estimate its capacity to interact within the Cuban society, which has recently started to change. Some researchers have approached the study of Cuban CS as one composed of political dissidents and religious groups, distorting the problem. For, there are other social groups, not necessarily religious or political, that have been ignored, or that have barely been considered, and whose contributions are of great importance to the CS. In our paper we undertake a brief review of the Cuban CS before the 1959 revolution, and of its replacement by a new one, stemming from such revolution. We then perform a critical analysis of several papers on the Cuban CS that have been grouped under three important themes. After such discussion, we derive some conclusions about the current state, as well as about the future of the Cuban CS.

A Demographic study of the Grand Lodge of Cuba (GLC) and its singular relationship with the Cuban government of Fidel Castro, during the second half of the XX Century is examined in detail. Reasons for which the GLC was not dismantled or proscribed, as were the Grand Lodges under Hitler, Stalin, Franco or Mussolini, are examined. Conclusions regarding this singular situation are provided.

A proposal for a demographic study of the membership of the Grand Lodge of Puerto Rico (GLSPR), on the lines that the author undertook in 2010 for the Grand Lodge of Cuba, is described in detail. Several examples of demographic analysis, from both Grand Lodges, are presented. A data collection form is advanced.

El articulo estudia como se ha desarrollado la Gran Logia de Cuba (GLC) durante la segunda mitad del Siglo XX, periodo que incluye los gobiernos constitucionales de Grau y Prio, la dictadura de Batista, y la revolucion de 1959. Durante estos periodos la membresia de la GLC ha sufrido grandes variaciones. Se estudian sus causas y se ajusta n modelo estadistico que describe estas variaciones basado en varias componentes y factores sociales.

Las masonerías de Cuba y Puerto Rico han sido estudiadas separadamente, tanto por historiadores académicos como masones. Unas veces, como eje central del trabajo, y otras como parte de un estudio sobre obediencias españolas, allí radicadas. El presente trabajo compara las masonerías autóctonas de Cuba y Puerto Rico directamente, estableciendo confluencias con la masonería Dominicana. Nuestro trabajo no pretende reproducir la exhaustiva labor ya realizada, sino comparar sus resultados, resaltando las comunidades, y examinando ciertas inconsistencias y contradicciones encontradas, tanto en algunos autores, como entre varios de ellos.

We present a historical analysis of the development of Autochthonous Freemasonry in Spanish Greater Antilles (Cuba, Puerto Rico and the Dominican Republic) during the second half of the XIX Century, and compare it to the perception provided by several Spanish and French academic historians. In the process we point out significant omissions and miss-interpretations made by such European authors, correcting them as necessary, and we develop a statistical model to support our main findings

Several Multivariate Normality Goodness of Fit tests, available in the literature, are compared with the authors' new MVN GOF test. Several performance measures are used and the tests are classified on their PM relative results. The new test come ahead in several of the PM analyzed.
2018 North East Quality Councils/NEQC Conference
MFE634, Quality Engineering, is a graduate course taught by the author every Spring at Syracuse University. It comprises all topics required to obtain an Amer. Soc. for Quality/ASQ Quality Engineering Certification, emphasizing statistical tools and approaches. The course requires a Final Project developed by student groups, at the end of the semester. This paper presents some of the topics and implementations of such Projects, in the areas of prevention and mitigation of natural and man-made disasters: hurricanes, bush fires, storm surges, floods and terrorist attacks. These are all new applications of Quality Engineering, traditionally geared to analyze problems in industrial and service areas.
