Several years of broad experience in the oil industry, Academia, R&D and teaching. Extensive experience on drilling and completion operations and integration with production/facilities supervision areas as well as applied research and implementation of new technologies. Recently concluded a 3 years' term on the Board of Directors for the Society of Petroleum Engineers – SPE, as Technical Director for Management & Information, was Drilling & Completion (D&C) Technical Training Leader for Chevron in Houston, TX, developing the global D&C technical training program for the company, working on teaching, course development and training coordination. Prior was Drilling Manager and Head of the Center of Offshore Excellence for Ecopetrol America in Houston with focus on the implementation of processes and new technologies for offshore operations in the Gulf of Mexico (GOM), Brazil and Colombia. Prior to joining Ecopetrol, was Operations Manager for Petrobras America in Houston, where worked on the development of operated and non-operated assets for the company in deepwater GOM. Very familiar with research, training and mentoring programs, was an associate professor of Petroleum Engineering, with tenure, at the University of Alberta, Canada and instructor, coordinator and manager of training for Petrobras in Brazil. Has occupied several managerial and technical positions in the areas of oil and gas well drilling and completion, well technology, training and R&D. Has worked for Petrobras International in various South America countries, USA and Africa. Has authored several technical papers, technical reports and book chapters. Fluent in English, Spanish and Portuguese.
As a SPE DL, gave 25 technical presentations to SPE sections in several countries in Africa, Europe, Asia, North, Central and South America.
As a member of the SPE Board, as Technical Director of Management & Information, it is my mission to work with other technical directors, regional directors and my Advisory Committee to foster the following disciplines within SPE membership:

- Professionalism, Training, and Education

JPT - The Journal of Petroleum Technology - is the monthly journal published by the SPE (Society of Petroleum Engineers). Every issue is delivered regularly to the more than 100,000 SPE members around the world.
I chaired the editorial committee with involvement in selecting new technical editors and choosing topics to be highlighted in the monthly issues. In addition, I was responsible for editing the Drilling Management feature, where I select papers to be published in the journal and also write a column about the subject's state of the art.
Best Available & Safest Technology - BAST Petroleum Engineer, PhD
1.Provides expert technical review and assessment of new and emerging technologies, risks, and challenges related to oil and gas exploration and development, particularly with regard to drilling and Deepwater operations, critical safety equipment performance and reliability, and determinations as to whether candidate technology provides measureable improvement over existing technology.
2.Performs BAST assessments of new equipment and system processes and assists in Director led BAST determinations under Section 21(b) of the OCS Lands Act Amendments of 1978 as directed for use of the best available and safest technologies by lessees and contractors in conducting OCS operations.
3.Performs high level communications with technical subject-matter-experts as appropriate with affected parties both inside and outside the agency including representatives from industry, standards organizations, equipment fabrication and test facilities, original equipment manufacturers, and equipment/systems vendors, on matters relating to offshore oil and gas operation with authority to make decisions on questions and/or issues which have no established policy or precedent.
4.Identifies and coordinates technical, safety and operational equipment assessment needs, and promotes development of emerging technologies through sound science and partnerships with internal and external research and design entities. Assists development of applied research topics/studies to be managed through BSEE’s Technology Assessment Program.
5.Carries out work independently, as a team lead or team member with other technical SMEs to address the various technical challenges and issues that may involve diversified and often complex engineering/technical applications. Where the employee lacks the skills to perform the duties as assigned, it is the responsibility of the employee to notify his or her supervisor on options to acquire those skills.
Drilling Manager/Center of Offshore Excellence - COE Manager
As Drilling Manager was responsible for D&C operations in North America as well as to relationship with partners on non-operated assets. This involved well planning, coordination, daily operations follow-up, technical analysis, AFE’s (Authority for Expenditure), budgeting, contracting and technical meetings. In addition gave support to non-operated and operated assets in Brazil and Colombia.
As COE Manager was responsible for the creation and implementation of Well Delivery Process (WDP) and Safety and Environmental Management System (SEMS) for Ecopetrol global offshore operations.
Drilling & Completion Technical Training Leader
Coordination of D&C technical training for the company. Management of instructors, course planning and coordination, new course development, teaching and mentoring.
Well Operations Manager
In this function worked on deepwater oil and gas wells planning and supervision. Main duties were related to well planning coordination, daily operations follow-up, technical analysis, AFE’s (Authority for Expenditure), budgeting, contracting, management of drilling supervisors and field engineers, hiring and training of junior personnel, operation follow-up of non-operated wells, technical meetings/interaction with partners on operated and non-operated assets including approval of technical plans and budget.
