Served as a Chief Warrant Officer Four with the U.S. Army Reserves for over 22 years. Regarding his military career, he was deployed during Desert Storm (1990-91); Operation Joint Guard in Bosnia, Hungary, & Croatia (1997 - 1998); and Iraqi Freedom - Baghdad (2004- 2005). While deployed to Iraq, he worked for the Commanding General of Iraq, Lieutenant General Sanchez and General Casey). His last assignment was with the Special Operations Command Joint Forces Command in Norfolk, Virginia.
Exceptional Education
Long time public school educator with 31 years of experience in the State of Georgia. Taught and supervised programs for exceptional students in all grade levels. In 2005, he retired from Georgia Public Education after supervising a dual enrollment program at the Southwest Technical College in Thomasville, GA. In addition, Dr. Rotter taught for many years in the inner city schools of Atlanta, GA as both a teacher and educational therapist.
